總務處公告：敬請配合「落實校園垃圾減量與減塑」新生活運動 An Announcement from the Office of General Affairs：「Implement the plan of reducing waste and the use of plastic.」

敬愛的全校教職員生：您好

    根據107年3月11日新聞報導，迷航高雄港的小虎鯨不治，解剖後由胃裡拉出18個塑膠袋，「整個胃都塞滿了，吃不下卻很餓。」依據「世界經濟論壇」(World Economic Forum)估計每年至少有800萬噸的塑膠進入海洋，相當於每分鐘就有一部垃圾車的塑膠廢棄物倒入海洋，若持續至2050年，海中的塑膠垃圾重量將比魚還多。

    行政院環保署自民國91年起推動購物用塑膠袋減量措施，冀望從源頭減量並養成民眾自備購物袋的習慣。並自107年1月1日起擴大管制對象，重申限塑政策，不只要維護海洋及生態，更重要的是維護人類生存的永續環境。

    遵循本校校訓「敬天愛人」，且本校為臺灣綠色大學聯盟成員並簽屬了「塔樂禮宣言」，更應負起履行大學的社會責任，為維護地球-我們的生存環境永續發展，呼籲全校師生共同砥礪，在校內落實垃圾從源頭減量做起，從自身做起，配合學校策略，改變以往用過即丟的生活習慣，提升文藻人對環境永續發展的責任，落實與實踐校園低碳生活。

    據此，本校於107年3月14日由總務處召集秘書室、學務處、人文教育學院等相關單位針對如何「落實校園垃圾減量與減塑」共同商議，後續執行事項如下：

一、本校106全年度總垃圾量118.3公噸，較105全度總垃圾量125.1公噸，減量6.8公噸；後續目標107全年度垃圾總量降至100公噸，其中資源回收垃圾量降至52公噸(106年度58.7公噸)，一般垃圾量降至41公噸(106年度51.8公噸)，廚餘總量降至7公噸(106年度7.8公噸)。

二、即日起宣導不帶手搖杯飲料、寶特瓶裝飲料、免洗筷及塑膠袋進入校園，並請學務處透過學生會、班級導師協助宣導(總務處提供PPT給導師於班會中宣導)，本校超商外貼海報宣導師生勿購買寶特瓶裝飲料；全校107年5月1日起實施禁帶一次性容器手搖杯飲料、寶特瓶裝飲料、免洗筷及塑膠袋進入校園。

三、自107年5月1日起全校各行政與教學單位，不得訂購及核銷一次性容器包裝之杯裝飲品。

四、自107年5月1日起校內各行政與教學單位會議日後供餐需使用環保不鏽鋼餐盒，使用一次性容器之餐盒不得核銷便當餐費。環保不鏽鋼餐盒由事務組先行訂購並編號100組後交由本校學生餐廳業者列管使用，用餐單位可先向學生餐廳訂餐，使用後有遺失時則由使用者照價賠償，不得以公款賠償。

五、由事務組蒐集相關可提供環保餐具之校外餐飲店訊息，以利師生訂購環保餐具便當之多元選擇。

六、請學務處、進修部、推廣部及校內各行政與教學單位主管協助宣導政策並落實。且於民族路與鼎中校門警衛室公告學校政策，以維後續執行與管理之準據。

七、現有之文藻字樣瓶裝水用罄，未來校內不再製作有文藻字樣之瓶裝水。

八、本學期之全校運動會工作人員午餐，改發放餐券並請同仁攜帶餐具憑餐卷至學生餐廳用餐，不再訂購一次性容器之餐盒便當。

九、校園環境整理後之枯枝及落葉，視校內現有儲存空間及設備，由園丁製作環保堆肥，以達到一般垃圾減量之目標。

十、全校各單位辦理活動或計劃，有配合廠商、攤商進入校園時，皆需事先提醒配合承商本校禁用與禁止提供一次性餐具、塑膠杯、塑膠瓶裝飲品及包裝塑膠袋。

Dear faculty and students,

   According to the news report dated March 11, 2018, a pygmy killer whale trapped in the Port of Kaohsiung died. An autopsy revealed that “its stomach was stuffed with 18 plastic bags; it didn’t want to eat them but was very hungry.” The World Economic Forum estimates that at least 8 million tons of plastic are dumped into the sea every year, which is equivalent to one refuse truck’s worth of plastic dumping into the sea every minute. If the situation continues until 2050, the weight of plastic waste in the sea will be heavier than that of fish.

    The Environmental Protection Administration under the Executive Yuan has been promoting measures for reducing the use of plastic shopping bags since 2002. It hopes to reduce waste at the source and helps the public to develop the habit of bringing their own shopping bags when they go shopping. It has been expanding its control targets since January 1, 2018, reiterating its policy on reducing the use of plastic bags. Not only do we need to protect our marine ecosystems, but we also have to maintain our environmental sustainability.

We should follow our University’s motto: “Reverence towards God and love for His people.” Also, as a member of the Green University Union of Taiwan, and having signed the Talloires Declaration, we should uphold our social responsibility. To protect the earth, so as to contribute to the sustainable development of our environment, we call on the faculty and students to put the idea of reducing waste at the source into action, starting with themselves. They are asked to cooperate with the University’s policy, which requires that they change their habit of throwing plastic products away after a single use. In so doing, they will take on more responsibility in the sustainable development of the environment, and help to build a low carbon campus.

    On March 14, 2018, the University’s Office of General Affairs convened a meeting with the Secretariat, the Office of Student Affairs, and the College of Liberal Arts Education to discuss how to “implement the plan of reducing waste and the use of plastic.” Subsequent actions to be carried out are as follows:

1. The total amount of waste in 2017 was 118.3 tons, which was 6.8 tons less than that of waste in 2016 (i.e. 125.1 tons). The goal is to reduce the total amount of waste in 2018 to 100 tons, among which that of recyclable waste will be reduced to 52 tons (from 58.7 tons in 2017), that of general waste to 41 tons (from 51.8 tons in 2017), and that of kitchen waste to 7 tons (from 7.8 tons in 2017).

2. As of today, the policy of not bringing handmade drinks, plastic-bottled drinks, disposable chopsticks, and plastic bags to the University will be promoted. The Office of Student Affairs will ask the Student Union and homeroom teachers to help promote the policy (it will provide homeroom teachers with a PowerPoint presentation for use in a class meeting). Posters that urge the faculty and students not to buy plastic-bottled drinks will be put up on the outside walls of convenience stores on campus. Single-use containers, handmade drinks, plastic-bottled drinks, disposable chopsticks, and plastic bags will not be allowed to be brought to the University from May 1, 2018 onwards.

3. The University’s administrative and teaching units will not be reimbursed for the purchase of beverages packed in single-use containers from May 1, 2018 onwards.

4. The University’s administrative and teaching units are asked to use eco-friendly stainless steel food containers at a lunch meeting from May 1, 2018 onwards. They will not be reimbursed for meal expenses if they use single-use food containers. The Purchasing and Supply Section will order 100 eco-friendly stainless steel food containers and assign numbers to them, after which these containers will be given to the university cafeteria operator. Any unit can order lunch from the student cafeteria, and should keep said containers safe. If any container is lost, they have to pay the full price for it with their own money, not public funds.

5. The Purchasing and Supply Section will collect relevant information on cafeterias outside the University that offer eco-friendly tableware, in order to provide the faculty and students with more options when purchasing boxed lunches.

6. The Office of Student Affairs, the Division of Continuing Education, the Division of Extension Education, and various heads of the University’s administrative and teaching units are urged to help promote and implement the policy. Notices will be put up in the security offices on Minzu Road and Dingzhong Road to serve as a basis for subsequent implementation and management.

7. After current water bottles with the University name “Wenzao” on them are used up, manufacturing of such bottles will not be continued in the future.

8. Meal vouchers will be given to staff members who participate in the University’s Sports Day this semester. They shall bring their own tableware, along with the vouchers, to the student cafeteria to have lunch. Single-use boxed lunch will no longer be purchased.

9. Depending on current storage space and equipment, dead twigs and leaves will be made into eco-friendly fertilizer by gardeners after the campus clean-up, in order to achieve the goal of reducing the amount of general waste.

10. When conducting an activity or carrying out a plan, various units of the University shall remind partner suppliers and vendors of the policy that the use of single-use tableware, plastic cups, plastic-bottled drinks, and plastic bags on campus is not allowed.
